The United Kingdom had implemented policies and programmes, and where necessary legislation, in the field of economic, social and cultural affairs for many years. The domestic objects had been consistent with those in the Covenant. But priorities changed, and so did the direction in which - and the enthusiasm with which - different Governments addressed their responsibilities.

Even when the Bill of Rights was enacted, the position would not be the same as in those countries which had a constitutional court. For the case in which a higher court in the United Kingdom considered an act of parliament incompatible with the Bill of Rights, the Government was proposing to adopt a shortened parliamentary procedure to correct such an incompatibility. That procedure was necessary because no court in the

That formulation appeared to be something of a fixed text in the Committee and it did nothing to clarify the problems of people who, for one reason or another, were disadvantaged. As regards the number of homeless in 1995, the figures did not reflect the fact that a large proportion were probably housed in temporary accommodation. Homelessness did not necessarily mean ruthlessness.
