IMPLEMENTATION OF THE CONVENTION ON THE RIGHTS OF THE CHILD
List of issues to be taken up in connection with the consideration of
the initial report of Greece (CRC/C/28/Add.17)
PART I
Under this section the State party is requested to submit in written form additional and updated information, if available, before 3 December 2001.
1. Please provide disaggregated data (by gender; by age; by ethnic, linguistic or religious groups; and by urban and rural areas) covering the years 1998, 1999 and 2000 on the:
(a) Number of children, under 18, living in the State party;
(b) Number of children resident in the various regions of the State party;
(c) Number of children for whom Greek is not their mother tongue, and disaggregated by language;
(d) Number of children in the State party who do not have Greek nationality.
2. In light of article 4 of the Convention, please provide data on the amount and proportion of the national budget, devoted to children for the years 1999-2001 and with regard to:
(a) Education - disaggregated by type of education (pre-school, primary, secondary) and indicating the percentage of resources devoted to assuring the education of children from different language, religious or ethnic groups;
(b) Health care - disaggregated by types of health services (i.e. primary health care, infant and maternal health care, adolescent health care and other health-care services for children);
(c) Children with disabilities - disaggregated with regard to education, health care and social service assistance;
(d) The protection of children who are in need of alternative care including the support of care institutions;
(e) Juvenile justice.
3. Please provide disaggregated data (by age, gender and types of violations reported), on the:
4. Please provide statistical data on the number of child victims of abuse and neglect for the years 1998, 1999 and 2000. Please explain how precise these figures are thought to be.
5. Please provide statistical data on:
(a) The number of children with disabilities;
(b) The number and regional distribution of health and education services which provide for the special needs of children with disabilities;
(c) The number of children with disabilities integrated in regular schools;
(d) The number of children with disabilities who receive education from special schools.
6. Please provide statistical data covering the years 1998, 1999 and 2000 and disaggregated, as relevant, by gender, age, by ethnic, linguistic or religious groups and by regions:
(a) On adolescent health, including sexually transmitted diseases, HIV/AIDS, early pregnancy, and drug abuse;
(b) On the number of abortions in general and the number among minors in particular;
(c) On the number and availability (including in different cities and regions of the country) of counselling services for adolescents.
7. Please provide disaggregated data (including, as relevant, by gender, age, by ethnic, linguistic or religious groups and by urban/rural areas) for the years 1998, 1999 and 2000 on the:
(a) Rate of literacy below and over 18 years;
(b) The number of public and private primary and secondary schools;
(c) Enrolment of children in primary schools (as a percentage of the total number of primary school age children);
(d) Enrolment of children in secondary schools (as a percentage of the total number of secondary school age children);
(e) Percentage of enrolled children completing primary and secondary schools, respectively;
(f) Number and percentage of children who drop out of primary or secondary school;
(g) Ratio of teachers to children in primary and secondary schools;
(h) Number and percentage of public secondary schools for children from different ethnic, linguistic or religious groups.
8. Please provide appropriate disaggregated data (including by gender and age, by ethnic, linguistic or religious groups and by type of crime) on children in conflict with the law for the three years 1998 to 2000, including the:
(a) Number who have allegedly committed a crime reported to the police;
(b) Number who have been sentenced by courts;
(c) Number of children in pre-trial detention and the average length of such detention;
(d) Nature of and number of sanctions (by type, such as fines, detention, community service, other) and, where the sanction is deprivation of liberty, please further specify the length of detention;
(e) Number of suspended sentences;
(f) Percentage of recidivism cases;
(g) Number of reported cases of abuse and maltreatment of children that occurred during their arrest and detention.
9. Please provide disaggregated data on:
(a) The numbers of children under 15 years of age who are working (disaggregated by type of work);
(b) The number of street children;
(c) The number of children victims of trafficking and/or prostitution;
(d) The number of orphans and abandoned children, including the number cared for in families or in institutions;
(e) The number of unaccompanied child asylum seekers or refugees;
(f) The numbers and geographic distribution across the country, of social workers, psychiatrists/psychologists and probation officers currently employed by the State party with child relevant training and who currently provide services to children.
B. General measures of implementation
1. Please provide information on efforts to harmonize domestic legislation with the Convention.
2. Please describe the process through which the State party's child rights policy is formulated indicating, in particular, which structure has primary responsibility for the development of policy and coordination of its implementation.
3. Please provide information on any human rights institutions and their roles. Please explain, in particular, the role and structure of the "National Observatory on the Rights of Children" and the role and activities of the "Social Consultant" established at Prefectural level, and the "juvenile protection societies", as described in the State party report.
4. Please provide information on efforts to disseminate the Convention and on human rights training and information programmes targeting, inter alia, the public in general, civil servants, parents and children. Please also assess the impact that these efforts are thought to have obtained.
5. Please make a brief analytical assessment of any disparities that may exist between the Convention's implementation for children living in the cities of Athens and Saloniki and that of children living in other parts of the country, in particular rural areas.
Please provide the Committee with copies of the text of the Convention on the Rights of the Child in all official languages of the State party as well as in other languages or dialects, when available. If possible, please submit these texts in electronic form.
Under this section, the State party is to briefly (3 pages maximum) update the information provided in its report with regard to:
- New bills or enacted legislation
- New institutions
- Newly implemented policies
- Newly implemented programmes and projects and their scope
The following is a preliminary list of major issues that the Committee intends to take up during the dialogue with the State party. THEY DO NOT REQUIRE WRITTEN ANSWERS.
1. Dissemination of the Convention and child rights training in a multicultural society.
2. Discrimination against, inter alia, children with disabilities, children from rural and disadvantaged backgrounds, children from minority ethnic, linguistic religious or other backgrounds, particularly the Roma.
3. Abuse against children, including sexual abuse and corporal punishment at home and in institutions, and efforts to address these concerns.
4. Family environment including: poverty, social security and other schemes providing support to families.
5. Alternative care.
6. Social services, such as health care, and including equal access to services for all children in all areas of the country.
7. The situation of health care for children with disabilities, including possible discrimination, assistance provided, access to public buildings and locations.
8. Education, including: education policy in a multi-cultural society; enrolment and drop-out rates, including among vulnerable groups; policy for determining the primary language of education in State schools, and for determining which languages are taught as secondary languages.
9. Incidence of child labour and efforts made to address it.
10. Situation of children working and/or living on the street and victims of trafficking and commercial sexual exploitation; actions taken by the State party in this regard, including information on the approach taken by the police and the development of a National Plan of Action.
11. Substance abuse, including smoking cigarettes and detoxification and rehabilitation services State-wide.
12. The conformity of legislation and practice in the area of juvenile justice with international standards, especially with regard to the age of criminal responsibility, human rights training of relevant officials, the use of pre-trial detention and the recovery and reintegration of juvenile offenders.
13. Respect for the rights of children from ethnic, national, linguistic or religious groups that are numerically in a minority within the State party.
