Costa Rica: revised draft resolution
Proposed amendment to article 43, paragraph 2, of
the Convention on the Rights of the Child
The Conference of the States Parties to the Convention on the Rights of the Child,
Recognizing the importance of the Committee on the Rights of the Child and
the extremely valuable contribution of its members to evaluating and monitoring
the implementation of the Convention on the Rights of the Child
by States
parties,
Noting with satisfaction that the Convention on the Rights of the Child now has 181 States parties, in other words, the largest number of States parties of any of the legal instruments dealing with the fulfilment by States parties of their commitments in the field of human rights,
Considering that the goal of universal ratification of the Convention on the Rights of the Child by the end of 1995 has been established as a universal commitment,
Considering also that the large number of ratifications of the Convention has resulted in a significant increase in the workload of the Committee on the Rights of the Child,
Considering further that the number of experts on the Committee should enable it to carry out its work in a timely manner,
Bearing in mind that the proposed amendment should be accompanied by a significant improvement in the working methods of the Committee to enhance its effectiveness,
1. Decides to adopt the amendment to article 43, paragraph 2, of the Convention on the Rights of the Child, replacing the word "ten" by the word "eighteen";
2. Also decides to submit this amendment to the General Assembly for approval during its fiftieth session, in accordance with article 50, paragraph 1, of the Convention;
3. Recalls that the amendment shall enter into force when it has been approved by the General Assembly and accepted by a two-thirds majority of the States parties;
4. Invites the Committee on the Rights of the Child to consider ways, within its mandate, to improve its working methods.
