Note by the SecretarynGeneral
1. In pursuance of article 8, paragraph 4, of the International Convention on the Elimination of All Forms of Racial Discrimination, the Seventeenth Meeting of States Parties to the Convention will be convened by the SecretarynGeneral at United Nations Headquarters on 14 January 1998 to elect nine members of the Committee on the Elimination of Racial Discrimination to replace those whose terms are due to expire on 19 January 1998 (see annex I). The names of the other nine members who will continue to serve on the Committee until 19 January 2000 appear in annex II.
2. In accordance with article 8, paragraph 3, of the Convention, the SecretarynGeneral in a note verbale dated 30 September 1997 invited the States parties to submit their nominations for the election of nine members of the Committee within two months. Listed below in alphabetical order are the nominees, with the States parties which have proposed them indicated in parenthesis.

Is the author of several works, including, Naissance d'un Etat Noir (Birth of a black State), Le Danxomé: du Pouvoir Adja à la Nation Fon (Danxomé: from Adja power to Fon nation, Religion, Culture et Politique en Afrique Noire (Religion, culture and politics in black Africa), and Introduction à l'Organisation de l'Unité Africaine et Organisations Régionales Africaines (Introduction to the Organization of African Unity and African regional organizations), and published numerous articles in specialized legal reviews. He was one of the drafters of the African Charter on Human and Peoples' Rights; as Director of Research and Dissertation, he has been a member of numerous juries for dissertations on law, history and anthropology (Paris I and Dakar).

Carlos LECHUGA HEVIA (Cuba)
Born in Havana, on 28 February 1918. Worked as a journalist from 1937 and entered the diplomatic corps in 1959.
As a diplomat first held the post of Cuban Minister Plenipotentiary and Envoy Extraordinary to the United Nations, New York, from February to July 1959.
On 18 July 1959, appointed Ambassador Extraordinary and Plenipotentiary of Cuba to Chile.
On 28 December 1959, appointed Ambassador on Special Mission in Latin America.
On 2 March 1960, took up post of Permanent Representative of Cuba to the Council of the Organization of American States (OAS) and the InternAmerican Economic and Social Council in Washington. Participated as Adviser to the Cuban delegation in the fifth, sixth, seventh and eighth consultative meetings of Ministers for Foreign Affairs of the Latin American Republics. Headed the Cuban delegation at the Special Meeting of HighnLevel Representatives to strengthen the InternAmerican Economic and Social Council.
In February 1962, appointed Director, Department of International Organizations, in the Ministry of Foreign Affairs.
On 12 April 1962, appointed Ambassador Extraordinary and Plenipotentiary to Mexico.
In late 1962, during the Amissile crisis@, transferred to New York as Ambassador and Permanent Representative of Cuba to the United Nations and later headed the Cuban delegation to the eighteenth session of the General Assembly.
On 29 July 1964, appointed Chairman of the Cuban National Cultural Council and, as such, member of the Council of Ministers.
Participated in official special missions in Asia, Africa, Latin America and the Middle East.

Member of the Group of Three set up to consider the reports of States parties on the implementation of the International Convention on the Suppression and Punishment of the Crime of Apartheid.
Represented the Governmental Group of the Governing Body of the International Labour Organization (ILO) in the Governing Board of the International Institute for Labour Studies and served as head of the Cuban delegation to ILO Conferences.

Led a delegation of representatives of the Movement of NonnAligned Countries to observe the damage caused by a surprise attack by the Israeli air force on Beirut in August 1981.
In 1982, as Head of the Cuban delegation, presided over a meeting of coordinating countries of the Movement of NonnAligned Countries, based in UNESCO, Paris, in preparation for the World Conference on Cultural Policy.

In 1986 elected Chairman of the Committee on Radiological Weapons.
Has been coordinator of the Latin American Group in Geneva on two occasions.
Served as coordinator of the Group of 21 in the Conference on Disarmament.
In September 1989 headed the Cuban observer delegation on the withdrawal of Vietnamese troops from Cambodia.
In January 1990 elected member of the Committee on the Elimination of Racial Discrimination set up under the International Convention on the Elimination of All Forms of Racial Discrimination, and renelected in 1994. During this period he was elected VicenChairman.

n Direct and supervise the Law Group staff of over 100 employees engaged in human rights litigation, advocacy and training activities in Asia, Africa, Latin America and eastern Europe.

The Commission succeeded in compelling the modification of such critical legislation as the registration and election law, which, as drafted, threatened the fairness of the election process, analysed proposed provisions of the new Constitution; consulted with United Nations officials, the South African administration and civic leaders; published and distributed worldwide the only weekly reports on the transition process, and reported frequently to the United Nations SecretarynGeneral.
n Recruited and coordinated the pronbono services of attorneys from major corporate firms to handle or join as amici in human rightsnrelated litigation in the United States courts.
n Recruited, and facilitated visits to South Africa of, prestigious members of the American judiciary and bar to serve as observers at important political trials.
n Lectured extensively on human rights and southern African issues in the United States at universities, law schools, national and international conferences sponsored by United Nations agencies, civic and professional organizations.

Mr. Agha Shahi has served as Leader/Member of Pakistan delegations to many sessions of the United Nations General Assembly and other international conferences, such as the Bandung Conference (1955), the NonnNuclearnWeapon States Conference (1968), the Islamic Summit Conference, the Havana NonnAligned Summit Conference (1979), etc. He was the Chairman of the Islamic Foreign Ministers' Conference held in Islamabad in 1980 and Leader of the Pakistan Delegation to the World Conference on Human Rights held in Vienna in June 1993.
He has also served in various capacities on a number of United Nations organs and bodies, namely as member of the Advisory Committee on Administrative and Budgetary Questions (ACABQ) (1956n1962), Representative of Pakistan in the United Nations Security Council (1968n1969), Chairman of the General Assembly's First Committee (1969), President of the UNDP Governing Council (1969), Chairman of the Pakistan delegation to the United Nations General Assembly (1977n1981), Chairman of the United Nations SecretarynGeneral's Advisory Board on Disarmament Studies (1979n1982), Chairman of the Board of Trustees, United Nations Institute for Training and Research (UNITAR) (1982).
He is active in public affairs and has participated in many international seminars since 1978.
His publications include Pakistan's Security and Foreign Policy (1988) and a number of articles on security, disarmament and humanitarian issues.

Michael E. SHERIFIS (Cyprus)
Ambassador Michael E. Sherifis, born in Famagusta, Cyprus, in 1937, has been a member of the diplomatic service of Cyprus since its establishment in 1961. He has led his country's delegations to numerous international conferences on humanitarian issues, as well as on political, economic and social affairs.
He is currently the Ambassador of the Republic of Cyprus to Italy, nonnresident Ambassador to Switzerland and San Marino, and High Commissioner to Malta.
From July 1989 to July 1993 he was the Ambassador of the Republic of Cyprus to the United States of America, with concurrent accreditation (as nonnresident Ambassador) to Canada, Jamaica, Bahamas, Brazil and Ecuador.
From April 1985 until July 1989 he was the Ambassador of the Republic of Cyprus to the USSR, with concurrent accreditation to Finland, the German Democratic Republic, Czechoslovakia and the Polish People's Republic.
From January 1983 to April 1985 he was Ambassador of the Republic of Cyprus to Yugoslavia and nonnresident Ambassador to Algeria.
From December 1979 until January 1983 he was Ambassador and Deputy Permanent Representative to the United Nations, with concurrent accreditation as Ambassador to Suriname and High Commissioner to Grenada.
From December 1975 until December 1979 he was Director of Human Rights and Political Affairs at the Foreign Ministry in Cyprus.
From January 1972 until December 1975 he was the Permanent Representative of Cyprus to the United Nations Office at Geneva and to the Specialized Agencies in Switzerland.
Among his other assignments have been: Deputy Permanent Representative to the Council of Europe; member of the Cyprus Mission to the United Nations (from 1964 to 1970); Counsellor with the Embassies of Cyprus in Paris, Cairo and Washington; ConsulnGeneral in Alexandria and Consul in Greece.
He has university degrees in law, as well as in political and economic sciences.
He speaks Greek, French, English and Italian
He is currently an elected member of the Committee on the Elimination of all Forms of Racial Discrimination (CERD) which he served twice as VicenChairman. He is actively involved in the work of the Committee and he has repeatedly chaired a number of its working groups.
Specifically, with reference to humanitarian issues, Ambassador Sherifis has held, among others, the following assignments:
(a) Leader of the delegation of Cyprus to the World Conference against Apartheid, held in Lagos in 1977;
(b) Deputy leader of the delegation of Cyprus to the Conference on Humanitarian Law Applicable in Armed Conflicts held in Geneva from 1974 to 1977, which resulted in the adoption of two Protocols Additional to the Geneva Conventions;
(c) Leader or deputy leader of the delegation of Cyprus to several sessions of the United Nations Commission on Human Rights;
(d) Representative of Cyprus to the Third (Humanitarian, Social and Cultural) Committee of the General Assembly in 1968, 1969, 1976, 1977, 1978 and 1979;
(e) He was a member of the Commonwealth Intergovernmental Group on the establishment of a new Global Humanitarian Order in 1994n1995, the report of which was adopted by the Commonwealth Summit meeting in New Zealand in September 1995;
(f) He is currently the Chairman of the Commonwealth Intergovernmental Group on Refugees and Displaced Persons, the report of which will be submitted to the next Commonwealth Summit.
He participated in numerous seminars and lectured extensively in American universities, thinkntanks and Councils of Foreign Affairs on issues relating to Human Rights and International Relations.
