Addendum


After the preparation of document CAT/SP/23, the Secretary-General has received a note verbale of the Permanent Mission of Mexico to the United Nations Office at Geneva, dated 22 November 1999, informing him that the Government of Mexico had decided to withdraw the nomination of Mr. Leonel Pereznieto Castro to the election of five members of the Committee against Torture to replace those whose terms are due to expire on 31 December 1999.
